What it actually does
Dual rate limits how far the servo travels at full stick, reducing the maximum steering angle available. Where expo changes the shape of the response, dual rate changes the end point — it genuinely gives the car less steering.
In practice
It is the right tool when a car has more steering lock than it can use, which is common on high-grip surfaces where full lock simply scrubs the front tyres. Many drivers wind dual rate down for fast, flowing tracks and back up for tight technical ones.

Dual rate also protects the steering linkage on cars where full lock puts the servo against a mechanical stop.
