The US rule set for flying small drones for non-recreational purposes, which requires holding an FAA Remote Pilot Certificate.
To get the certificate you must be at least 16, pass an FAA aeronautical knowledge test and clear a TSA security vetting. Part 107 caps altitude at 400 ft above ground, or within 400 ft of a structure when flying near one. This is US-specific; other countries have their own commercial licensing schemes.
